What are the Legislative Exemption Exams?
The Georgia State Legislature imposed this test battery on the University System of Georgia to ensure that they exposed all college graduates from the system, either through academic courses or written examination, to the fundamentals of federal and state government. Eligibility requirements for this test are established by the USG Policy and monitored by the Registrar’s Office.
Registration for Study Guide:
The Office of Testing Services offers an online study course for both the Georgia History and Constitution exams. Complete the online form to request the study guide to be added to your FOLIO. For additional questions, please call or email the Testing Office for your home campus.

Who can take a Legislative Exemption Exam?
- If credit was transferred in for Area E American Government and/or US History.
- If AP/IB credit was earned for American Government and/or US History.
- If earned credit through CLEP for American Government and/or US History I/US History II.
- If transferred to Georgia Southern with an Associates degree without an American Government and/or US History class(es).
- Post-baccalaureate students who did not take an American Government and/or US History class(es) at a USG or TCSG institution.
Successful completion of the following courses may exempt one or both of the exams:
- Georgia Constitution & U.S. Constitution: POLS 1101/1101H
- Georgia History & U.S. History: HIST 2110/2110H; HIST 2111; or HIST 2112
- Georgia Constitution: POLS 3330
- Georgia Constitution & Georgia History: HIST 4130
- (Armstrong/Liberty Campus Only prior to Fall 2018) Georgia Constitution/History & US Constitution/History: HIST 2001 or POLS 2001
Schedule a Test:
Contact either the Savannah or Statesboro Testing Office to schedule your desired testing date. It is recommended to call one week prior. Testing is offered Monday through Friday between 8:30 AM – 5:00 PM, based on availability.

Remote Testing Options:
Remote testing is an option for students not located near Statesboro or Savannah. There are three options for testing and students are responsible for all testing fees:
Option 1: Testing using Respondus Monitor in FOLIO:
This will allow you to test at home at no cost. You will need to contact your campus Testing Office to schedule your testing date and time for the exam to be added to your FOLIO. The exam you will access will now have the exam name plus Respondus Lockdown with Webcam.
This system does not support cell phones or Chromebooks. You must have a webcam and mic to use Respondus Monitor along with a quiet well-lit location where you will not be interrupted while testing. Please read over How to Take a Test with Respondus Monitor for the Legislative Exemption Exams, before scheduling an exam. It will take the center up to 24 hours to review and approve the videos to ensure you did not receive an unfair advantage.
You must also read the Confidentiality Statement and email back the statement at the end of the document. Also, include the testing date and testing time you prefer. This is a 24/7 proctoring service.
Please email your campus Testing Office to schedule your testing date and time along with the agreement statement. This will allow the Testing Office to give you access to the new exam. The exam access is limited to one attempt per test, per testing session.

Option 2: Testing at another College/University Testing Center:
It is the responsibility of the student to find a testing center in their area to schedule the exam. The student is responsible for all testing fees. After scheduling the appointment, the contact information for that testing center must be sent to the Georgia Southern University Testing Office to the office in Statesboro or Savannah. Then the Georgia Southern Testing Office will send the exam access information to the other center.
Option 3: Remote Testing Through ProctorU:
Students can take the Legislative Exams through ProctorU. Students are responsible for all testing fees. Use this link to learn how to schedule an exam with ProctorU.
Retesting:
One retest is permitted no sooner than one (1) week after the first attempt and only twice a semester.
Picture Identification Required for All Tests
Please make sure you bring an acceptable ID
Acceptable IDs are valid state driver’s licenses, student ID or passports.
(Not accepted: check cashing cards, picture credit cards, Sam’s cards, etc.)
